How Outmax Works

Outmax is designed to enhance—not replace—the native intelligence of the platforms your agency already uses. It operates as an additional AI optimization layer, continuously analyzing campaign signals and adjusting execution toward your selected KPIs while working within each platform’s existing buying environment.

  • Think of Outmax as a continuous learning loop that breaks down a campaign into tiny combinations of targeting and inventory, called subsets. Rather than treating an entire ad set or audience as one big bucket, it evaluates performance across granular slices combining devices, times of day, publishers, ad formats, and demographic segments.

The impression weighting mechanism is where the real magic happens. Native platform algorithms usually treat every impression opportunity the same or optimize strictly for ad spend delivery.

Outmax ingests both native delivery stats and independent 3rd party data feeds, like brand safety scores from DoubleVerify or IAS, attention metrics from Adelaide or Lumen, and carbon intensity stats from the GMSF. It assigns heavier weight and higher bids to subset combinations that score well against your chosen KPI, while pulling back spend on costly or low performing inventory. If conversion data is sparse early on, the AI can even weight proxy signals like video completion rates or clicks so it starts optimizing right away.

In practice, the system continuously compares daily budget pacing against targets: if delivery lags, it temporarily nudges target costs up to catch up, and when pacing is smooth, it dials bids down to find the cheapest possible cost per outcome.

  • It is completely natural to worry about “two AIs fighting each other”, but Outmax is designed to sit on top of media buying platforms as a strategic control layer rather than a direct competitor.

Outmax connects to your ad accounts via official APIs with standard read/write permissions. Native platform algorithms operate as “black boxes” designed to spend your full budget and protect platform inventory margins. Outmax steers those native algorithms from the outside by dynamically updating campaign level settings, target goals, bid caps, and value rules through the API.

Because Outmax works within the native platform’s explicit bidding framework (like adjusting Target CPV/CPM in Google or setting value rules in Meta), it guides where the native AI looks for inventory without disrupting the underlying auction logic.

Plus, every adjustment Outmax makes is transparently recorded in the platform’s change log so you can audit or tweak things anytime.

  • Outmax directly changes bidding prices by applying dynamic bid multipliers and updating target bid caps in real time.

Beyond bid prices, Outmax automatically manages and adjusts:

    • Target Goals & Cost Caps: Dynamically adjusting Target CPV, Target CPM, Target CPA, or Cost Caps based on real time pacing.
    • Pacing
    • Value Rules & Priority Weights: Setting platform level value rules (for example, weighting age, gender, or placement preferences on Meta).
    • Device & Inventory Modifiers: Scaling device bid modifiers up or down based on which devices deliver the cheapest performance.
  • Outmax evaluates performance and optimizes across a broad range of real time signals:

    • Time of Day / Dayparting
    • Device Type (Desktop, Mobile, Tablet, CTV)
    • Site, App ID & Publisher Context
    • Placement & Slot Position (Feed, Stories, Reels, In Stream, Search)
    • Ad Format & Creative Asset (Shorts, Skippable/Non skippable, Static, Bumper)
    • Operating System & Browser
    • Geographic Location (Country, Region, Geo)
    • Buying Platform / Channel (Meta, YouTube, DV360, The Trade Desk, TikTok, Google Ads, DOOH, Amazon DSP)
    • Age Groups
    • Gender
    • Sociodemographic Profiles
    • Targeting Keywords & Contextual Parameters
    • Brand Safety & Suitability Scores (from DoubleVerify, IAS)
    • Attention Metrics (from Adelaide, Lumen, Xpln.ai)
    • Carbon Intensity & Footprint Data (from the GMSF)
    • Media Quality / Quality CPM Metrics
    • Real Time Performance Rates (CTR, CPV, CPC, CPM, CPA, VTR / Completion Rate, Conversions)
    • Aggregated First Party Audience Segments
  • Outmax uses goal specific modeling across the entire funnel rather than trying to force one global KPI onto every line item.

Here is how it approaches multi stage campaigns:

    • Stage Specific Optimization: Outmax lets you assign distinct KPIs to each funnel stage, for example optimizing Awareness line items toward Video Completion Rate or CPV, Consideration toward Clicks or CPC goals, and Conversion line items toward CPA or purchases.
    • Proxy Signal Training: If a lower funnel conversion campaign has low event volume early on, Outmax can use proxy events (like landing page visits or high CTR) to train the algorithm so it can optimize immediately without waiting weeks for conversion data.
    • Cross Platform Budget Rebalancing: During live campaigns, Outmax can automatically analyze performance across channels and reallocate budget twice a week to the channels and funnel stages delivering the best business outcomes. We do that only with the client’s greenlight.
    • How it connects: Integrations rely on official platform APIs. Agencies or the advertisers explicitly authorizes Outmax via API to obtain Standard Access (read/write permissions).
    • Who has access: For Self-Served model, campaigns run inside the agency’s or the advertiser’s existing ad accounts. Outmax only sees the specific campaigns you explicitly grant it access to. It cannot see unlinked campaigns, user management settings, or sensitive billing data.
  • Outmax only reads campaign metadata, targeting parameters, and performance stats, while writing bid and pacing adjustments. It never sees or extracts raw PII (names, emails).

Structural encrypted barriers: Platforms like DV360 natively hash and encrypt customer lists into aggregated audience segments. Outmax only sees targeting names and size estimates.

Isolation & retention: Data is processed in a secure, private Google Cloud Platform (GCP) bucket, is never shared with third parties or other clients, and all campaign data files are deleted at the end of the campaign.

Perion is also happy to sign custom data privacy or NDA agreements.

  • Rather than chasing cheap, accidental clicks, Outmax can optimize toward qualified visits and site engagement (e.g., clicks, target CPC, or time on site).

It evaluates which specific subsets (device, time, placement, site context) drive users who actually stay and engage, and dials down spend on low-quality click-bait inventory.

  • Attribution models & tags: Outmax works natively with platform attribution setups, including Floodlight IDs, Meta Pixels, and TikTok Pixels.

Google Analytics 4 & Adobe Analytics: Outmax integrates with GA4 and Adobe Analytics data signals.

Client first-party & sales data: Under the rule “If you can track it, Outmax can optimize it,” client CRM data, website events, or sales data can be fed in (securely hashed) as custom conversion goals.

  • Outmax offers two operational modes:

    • In-channel optimization (automated): Daily bid adjustments, bid multipliers, and pacing tweaks are executed automatically inside each platform via API.
    • Cross-channel rebalancing (advisory or automatic): Reallocating budget between channels (e.g., Meta to YouTube) can run in advisory mode, where recommendations are sent to your trading team to approve and execute twice a week, or be set to automatic if agreed upon.

    Parameters Outmax can modify automatically:

    • Bids & cost caps: Adjusting target CPV, target CPM, target CPA, or bid caps.
    • Pacing & budget: Shifting daily budgets between line items, ad sets, or channels.
    • Modifiers & rules: Adjusting device bid factors, placement weights, and Meta Value Rules.

Note: Outmax deprioritizes or prioritizes delivery across ad sets and line items, but respects your core campaign setup.

  • Before a campaign launches, the Perion Planner uses 5+ years of historical market data to predict performance gains.

During live campaigns, incremental value is measured directly against your benchmark or control group.

  • Outmax strictly adheres to defined guardrails. If a client specifies that certain audiences, line items, or brand safety rules must remain untouched, or that a channel must hit a fixed budget floor, these constraints are configured in the Outmax console pre-campaign and strictly respected by the algorithm.

  • Yes. Outmax uses platform and goal-specific modeling. A multi-stage campaign can have an awareness line item optimized for CPV/attention, a consideration group optimized for CPC, and a lower-funnel group optimized for CPA.

  • Yes. Outmax evaluates performance holistically across all connected platforms. It continuously compares how each channel performs against its specific KPI and provides cross-platform budget recommendations or automated adjustments accordingly.

Grow Your Outmax Investment. Grow Your Agency Rebate.

Outmax doesn’t only create additional value for your clients—it rewards your agency as adoption grows. Agencies receive a volume-based rebate on the Outmax technology fee, with the rebate increasing according to the total media investment managed through Outmax.

Simply put: the more media you activate through Outmax, the more your agency earns back.

Put Outmax to the Test

The best way to evaluate Outmax is through performance. Run a controlled test against your existing campaign setup and compare the results using the KPIs that matter to your client. Same objective. Comparable campaign conditions. Native optimization vs. Native optimization + Outmax.
